Thick fluffy hair!?

ok so i have some super thick hair (volume and individual strands) thats a little below shoulder length and it gets fluffy! i'm thinking about growing it out but iwant it thinned. i've heard that thinning your hair will make it frizzier from some people and it wont from other people. is it possible to get it thinned with a razor cut?
