What next?

I am trying to install windows 98se OS on an older computer that previously had Winodws XP on it but crashed. I made a boot disk, no problem and it loads and I made a MS_DOS boot partition disk to allow it to run. Also no problem. However, during the setup process, the Windows Scan process checks the sys. registry and a prompt keeps telling me to "remove all floppy disks from my drives and push any key to restart". I don't have a floppy disk in drive A: (I'm using a CD to setup)and everytime I do it, it keeps making me start the whole setup from CD process from scratch. (P.S. I have also tried to remove the CD before startup to see if it was referring to that as the floppy...no dice.) I'm sorry for the lengthy question, but I need some seriously accurate help and I wanted to be clear as to what the problem was. Thanks a bunch in advance!
