How do I make my headlights brighter?

Hi, I have a 99 Plymouth Breeze. The headlights are so dull you can barely tell they are on. Not even when they are on high but they are on. I replaced them with new lightbulbs but again barely made a difference. I was thinking of replaceing them with the white lights that are $50 but I am afraid this may not help either so I would hate to drop $50 for nothing. The headlight itself is pretty clear so that is not the problem. What do you think? I do not need anything fancy, I just want to be able to see the road in front of me
